I plan on using Flatlogic One - Free React Template & Theme, build it from scratch and just keep the structure.
Later I plan on users having to pay via subscription to use the services I have created in the app. Does the free license suffice?

Unfortunately, you can't use the free license for that type of product.
You should use the developer license to build commercial products.
